Joint Meeting between the University of Applied Science and Technology (UAST) and the Telecommunications Company of Iran
A joint meeting between the University of Applied Science and Technology (UAST) and the Telecommunications Company of Iran (TCI) was held on Wednesday, August 20, 2025, at the Office for Scientific and International Cooperation of the University. The meeting aimed to explore potential areas for scientific collaboration between the two institutions and was attended by directors of the university’s specialized departments and the Deputy for Human Capital Development of TCI.
At the beginning of the session, Dr. Bagheri, Director General of the Office for Scientific and International Cooperation of UAST, welcomed the guests and introduced the directors of the university’s specialized departments. He stated that one of the new key missions assigned to his office is to strengthen and coordinate scientific collaborations between the university and national organizations. Dr. Bagheri then highlighted the university’s experience and achievements in areas relevant to the mission of TCI. Referring to institutions such as the Applied Science and Technology Faculty of Post and Telecommunications in Tehran Province and other educational centers across the country, he emphasized the university’s capacity to design new programs, organize both degree and short-term courses, and structure research collaborations as promising fields for joint development.
In his remarks, Dr. Motahari, Deputy for Human Capital Development at TCI, expressed appreciation for the university’s warm reception and for organizing the meeting. He outlined the company’s developmental policies under the leadership of Dr. Jafarpoor, Managing Director of TCI, including the adoption of new technologies in the telecommunications industry, the expansion of research and educational partnerships with universities, and the strategic involvement of the private sector in TCI’s activities toward greater privatization. He further emphasized that one of TCI’s new strategic focuses is on human resources and organizational culture, with particular attention to developing skilled and specialized human capital. According to him, this creates a solid foundation for expanding cooperation between TCI and UAST, especially in the field of applied and technical education.
Dr. Motahari also underlined the importance of training competent and experienced technicians through internship programs, on-the-job training, and in-service courses for TCI employees, particularly in line with emerging technologies such as the expansion of fiber-optic networks to homes. He also pointed out the vast potential for research collaborations with the university, given TCI’s increasing use of advanced technologies.
He elaborated on TCI’s organizational structure, noting that while it operates as a private entity under the supervision of the Ministry of Information and Communications Technology, its broad and evolving operational scope provides a strong basis for collaboration with UAST nationwide.
Later in the meeting, university officials presented the institution’s prior experiences related to the telecommunications sector and proposed strategies for enhancing cooperation. Mr. Jamalzadeh, Director General of the Office of Curriculum Planning, introduced several specialized academic programs developed in collaboration with telecommunications experts and reaffirmed the university’s readiness to address TCI’s new educational needs. Dr. Taheri, Director General of the Office of Innovation, Technology, and Commercialization, announced the university’s readiness to define joint research projects and sign related cooperation agreements.
Ms. Keshavarz, Deputy Director of the Office for the Expansion of Technical and Vocational Higher Education, explained the activities of existing UAST centers in the telecommunications sector and stated that the university could meet TCI’s training needs either through its current centers or by establishing new specialized centers with private-sector participation. Similarly, Dr. Masoumifar, Deputy Director of the Office for Short-term Training, listed various short-term courses currently offered by the university in telecommunications and reaffirmed the office’s readiness to develop and implement new programs tailored to TCI’s specific requirements.
In conclusion, both sides agreed to lay the groundwork for future collaboration through continued engagement and by prioritizing TCI’s emerging needs. The agreed areas of action include training skilled telecommunications technicians with up-to-date knowledge, assessing the establishment of specialized applied science centers, identifying and designing the structure of required training programs, developing curricula for priority courses, accrediting TCI specialists as applied science instructors, and drafting a memorandum of understanding for mutual cooperation.
