Review of Practical Russian Language Teaching Solutions in a Joint Meeting between the Universities’s Office of Scientific and International Cooperation and the Russian Language Learning Center of Saint Petersburg Polytechnic University

Given the importance of mutual language education for enhancing scientific interactions and cooperation among academic institutions, a virtual meeting was held on Wednesday, September 23, 2025 (2/7/1404 in the Iranian calendar). The meeting was attended by Dr. Hamed Bagheri Farahani, Director General of the Office of Scientific and International Cooperation of the University, Dr. Alexey Pavlov Igorovich, Director of the Russian Language Learning Center at Saint Petersburg Polytechnic University, Dr. Viktor Krasnashikhov Vladimirovich, Director of the Higher Center for International Education Programs at Saint Petersburg University, and Dr. Mohsen Beygi, a university professor and an active figure in Russian media. During the session, considering the unique structure of the University of Applied Science and Technology, forms of joint collaboration were discussed. The necessity of designing and developing practical Russian language curricula—such as Russian for specific purposes in trade, journalism, and more—was emphasized. Defining courses at various levels, including modular and short-term formats, conducting joint courses between the university’s applied science centers and Saint Petersburg Polytechnic University, and focusing on appropriate target groups such as prospective students, traders, business professionals, as well as cultural and tourism activists were among the key topics discussed.

Meeting of the Office of Scientific and International Cooperation of the University of Applied Science and Technology with the ECO Department and Multilateral Economic Organizations of the Ministry of Foreign Affairs

As part of following up on cooperation between the University of Applied Science and Technology and the Economic Cooperation Organization (ECO), a joint meeting was held on Tuesday, 25 August 2025 (1404/06/4 in the Iranian calendar) between the Office of Scientific and International Cooperation of the university and the ECO Department of the Ministry of Foreign Affairs. The meeting was attended by Dr. Bagheri Farahani, Director General of the Office of Scientific and International Cooperation, and Mr. Azarsa, Head of the ECO Department and Multilateral Economic Organizations. Given the university’s history of interaction with ECO, discussions focused on ways to follow up on previous proposed projects and to develop bilateral cooperation based on the unique capacities of the University of Applied Science and Technology. Emphasis was placed on the follow-up and implementation of the tourism project proposed by the university and approved at the ECO meeting. Dr. Bagheri highlighted the availability of short-term skill development courses and the potential for joint research projects across ECO member countries, considering these as promising grounds for expanding cooperation between the university and ECO. Mr. Azarsa mentioned his familiarity with the university’s structure through previous visits to several applied science education centers. He added that arranging further visits involving ambassadors from ECO member states would enhance understanding of the university’s capabilities and create better opportunities for cooperation. Expressing readiness for expanding collaboration in the new term, he pointed to the broad membership and significance of the two organizations—ECO and the Indian Ocean Rim Association (IORA). He emphasized that considering the university's educational facilities and capacities nationwide, they were open to any form of cooperation. The exchange of lists of the university's short-term and degree courses related to the priorities of ECO and IORA, along with scheduling thematic meetings between these two international organizations, were among the agreements of this session to facilitate expanding bilateral cooperation.

Joint Meeting of the University of Applied Science and Technology with the National Commission for UNESCO

In line with expanding international cooperation between the University of Applied Science and Technology and international organizations, and considering UNESCO’s pivotal role in fostering educational, scientific, and cultural collaborations among countries, as well as the National Commission for UNESCO’s role in facilitating interactions with UNESCO, a joint meeting was held on Sunday, 20 July 2025. The meeting was attended by Dr. Ali Akbari, President of the University of Applied Science and Technology; Dr. Fartoosi, Secretary-General of the National Commission for UNESCO; and Dr. Bagheri Farahani, Director General of the Office for Scientific and International Cooperation at the university. They reviewed the history of cooperation between the university and the National Commission for UNESCO and discussed ways to further enhance collaboration in the new term. Among the key topics were securing a UNESCO specialized chair for the university and facilitating its membership in related UNESCO subsidiaries such as UNEVOC. During the meeting, Dr. Fartoosi welcomed strengthening bilateral cooperation, noting that the university’s broad scope of activities, geographical reach, and type of training programs provide promising opportunities to define collaborative fields. It was agreed to conduct feasibility studies on the various proposals based on existing capacities and to plan for the development of cooperation within the frameworks of UNESCO’s event schedules and processes.

Virtual Meeting between the Office of Scientific and International Cooperation of the University and the International Development Department of ISC

In line with the implementation of the memorandum of understanding between the University of Applied Science and Technology and the Islamic World Science Citation and Monitoring Institute (ISC), and to enhance the university’s international collaborations, a virtual meeting was held on Monday, June 9, 2025 (1404/3/19 in the Iranian calendar) with the participation of Dr. Bagheri Farahani, Director General of the Office of Scientific and International Cooperation of the university, and Dr. Falahati Ghadimi Foomani, Director of International Development at ISC. During the meeting, both parties outlined their existing capacities and experiences and exchanged views on strategies to expand international interactions. Key topics of discussion included: ⦁ The necessity of designing and organizing a specific ranking system for skill-based universities, ⦁ Leveraging ISC’s capacity to introduce the university’s degree and short-term skill courses across universities in the Islamic world, ⦁ Planning to establish a regional professional competency framework at the Islamic world level, ⦁ Creating academic profiles for instructors at the University of Applied Science and Technology, similar to ISC’s “DANA” system.

The University of Applied Science and Technology has become one of the 22 Iranian universities admitted to the BRICS Academic Network.

According to the Center for Scientific and International Cooperation of the Ministry of Science, Research and Technology, at the extraordinary board meeting held on July 2, 2025 (11 Tir 1404), the International Board of the BRICS Academic Network approved the membership of the University of Applied Science and Technology in the Network’s BRICS Studies thematic group (ITG: BRICS Studies). It is noteworthy that in this meeting, a list of 178 member universities from the 9 member countries of the network was approved across 11 international thematic groups. Each member country is allowed up to 22 higher education institutions in the network, introduced to the International Governing Board (IGB) by the National Coordinating Committee (NCC) of that country. These institutions, limited to a maximum of two per country in each thematic group, collaborate scientifically in the following fields: 1- Computer Science and Information Security 2- BRICS Studies 3- Energy 4- Ecology and Climate Change 5- Water Resources and Pollution Control 6- Economics 7- Mathematics 8- Natural Sciences 9- Humanities and Social Sciences 10- Sustainable Agriculture and Food Security 11- Health Sciences
