Review of Practical Russian Language Teaching Solutions in a Joint Meeting between the Universities’s Office of Scientific and International Cooperation and the Russian Language Learning Center of Saint Petersburg Polytechnic University
Given the importance of mutual language education for enhancing scientific interactions and cooperation among academic institutions, a virtual meeting was held on Wednesday, September 23, 2025 (2/7/1404 in the Iranian calendar). The meeting was attended by Dr. Hamed Bagheri Farahani, Director General of the Office of Scientific and International Cooperation of the University, Dr. Alexey Pavlov Igorovich, Director of the Russian Language Learning Center at Saint Petersburg Polytechnic University, Dr. Viktor Krasnashikhov Vladimirovich, Director of the Higher Center for International Education Programs at Saint Petersburg University, and Dr. Mohsen Beygi, a university professor and an active figure in Russian media. During the session, considering the unique structure of the University of Applied Science and Technology, forms of joint collaboration were discussed. The necessity of designing and developing practical Russian language curricula—such as Russian for specific purposes in trade, journalism, and more—was emphasized. Defining courses at various levels, including modular and short-term formats, conducting joint courses between the university’s applied science centers and Saint Petersburg Polytechnic University, and focusing on appropriate target groups such as prospective students, traders, business professionals, as well as cultural and tourism activists were among the key topics discussed.
Joint Meeting of the Office of Scientific and International Cooperation of the University with Iran’s Science Attaché in Russia
In line with the development of international scientific cooperation at the University of Applied Science and Technology, a virtual meeting was held on Saturday, May 24, 2025 (1404/3/3 in the Iranian calendar), attended by Dr. Bagheri Farahani, Head of the Office of Scientific and International Cooperation of the university, and Dr. Goudarzi, Iran’s Science Attaché in Russia. In this meeting, Dr. Bagheri Farahani introduced the university’s capacities to enhance collaborations with Russia’s technical and vocational institutions, emphasizing Russia as a priority country alongside Germany, China, and India for developing partnerships. He noted that many of Russia’s existing capacities remain largely unknown to Iranians. He also stressed that the mutual membership of Iran and Russia in regional and international organizations such as BRICS and the Shanghai Cooperation Organization, as well as the unique current global circumstances, have further paved the way for bilateral cooperation. Among various fields of collaboration, he highlighted professional qualification as a key priority for the university’s international development, which has gained significant attention in recent years. Dr. Goudarzi, for his part, underscored the importance of scientific relations between Iranian and Russian universities and noted Russia’s vast capacities for defining collaborative fields. He suggested that Russia should be the top priority for Iranian universities' international engagement. He also emphasized the necessity of introducing the educational programs and structure of the University of Applied Science and Technology to Russian institutions to foster cooperation. Highlighting that academic and scientific capacities of Iran have become better known to Russian counterparts in recent years, Dr. Goudarzi noted the keen interest of Russian universities in expanding academic relations with Iran. He explained that Russia’s educational system is quite similar to Iran’s and predominantly public, with colleges dedicated specifically to vocational training. He introduced Russia’s “Specialty” degree — a program approximately equivalent to a master’s level, combining four years of university education with one year of specialized industrial training — as a noteworthy model linking vocational education and industry. He further mentioned that some large companies in Russia recently started establishing private universities. This presents opportunities for expanding commercial and academic cooperation between Iran’s private sector and major Russian companies that have affiliated universities and colleges. The meeting concluded with agreements on how to follow up and advance cooperation with Russian universities.
Joint Meeting of the University’s Office of Scientific and International Cooperation with the BRICS and Shanghai Directorate of the Ministry of Foreign Affairs
On September 21, 2025, Dr. Bagheri Farahani, Director General of the University’s Office of Scientific and International Cooperation, visited the Ministry of Foreign Affairs and met with Dr. Kiaei, Director General of the BRICS and Shanghai Affairs Department. During the meeting, Dr. Bagheri Farahani introduced the university’s organizational structure, capacities, academic programs, and its history of engagement with BRICS and the Shanghai Cooperation Organization. He emphasized the priority of enhancing the university’s academic relations with member countries of BRICS and SCO and stressed active participation in these organizations’ programs. He also highlighted the plan to establish a Skills Training Center in 2024 under the BRICS rotating presidency and underscored the importance of pursuing this initiative. Additionally, he presented further proposals concerning cooperation opportunities among BRICS member states. Dr. Kiaei acknowledged the Ministry’s ongoing follow-up on BRICS and SCO affairs and expressed readiness to pursue the university’s cooperation proposals through coordination with relevant authorities within these organizations. He noted that due to the merger of BRICS and SCO directorates, reviewing past records and tracking previously submitted projects is essential. He added that upon receipt of conceptual notes for new proposals, the Ministry is prepared to facilitate their presentation and follow-up in the upcoming period. Dr. Kiaei also expressed interest in receiving a written dossier detailing the relative capacities and advantages of the University of Applied Science and Technology. In response, Dr. Bagheri Farahani provided a comprehensive written introduction to the university along with project proposals for BRICS cooperation.
